Saudi Arabia and the United States sign a civil nuclear cooperation agreement allowing Saudi Arabia to use U.S. reactor technology, enrich uranium, and reprocess nuclear waste. The pact excludes the IAEA Additional Protocol and proceeds to U.S. congressional review.
